Nervous System Manipulation by Electromagnetic Fields From Monitors




Physiological effects have been observed in a human subject in response to stimulation of the skin with weak electromagnetic fields that are pulsed with certain frequencies near ½ Hz or 2.4 Hz, such as to excite a sensory resonance. Many computer monitors and TV tubes, when displaying pulsed images, emit pulsed electromagnetic fields of sufficient amplitudes to cause such excitation. It is therefore possible to manipulate the nervous system of a subject by pulsing images displayed on a nearby computer monitor or TV set. For the latter, the image pulsing may be imbedded in the program material, or it may be overlaid by modulating a video stream, either as an RF signal or as a video signal. The image displayed on a computer monitor may be pulsed effectively by a simple computer program. For certain monitors, pulsed electromagnetic fields capable of exciting sensory resonances in nearby subjects may be generated even as the displayed images are pulsed with subliminal intensity.

BACKGROUND OF THE INVENTIONThe invention relates to the stimulation of the human nervous system by an electromagnetic field applied externally to the body. A neurological effect of external electric fields has been mentioned by Wiener (1958), in a discussion of the bunching of brain waves through nonlinear interactions. The electric field was arranged to provide “a direct electrical driving of the brain”. Wiener describes the field as set up by a 10 Hz alternating voltage of 400 V applied in a room between ceiling and ground. Brennan (1992) describes in U.S. Pat. No. 5,169,380 an apparatus for alleviating disruptions in circadian rythms of a mammal, in which an alternating electric field is applied across the head of the subject by two electrodes placed a short distance from the skin.

A device involving a field electrode as well as a contact electrode is the “Graham Potentializer” mentioned by Hutchison (1991). This relaxation device uses motion, light and sound as well as an alternating electric field applied mainly to the head. The contact electrode is a metal bar in Ohmic contact with the bare feet of the subject, and the field electrode is a hemispherical metal headpiece placed several inches from the subject’s head.

In these three electric stimulation methods the external electric field is applied predominantly to the head, so that electric currents are induced in the brain in the physical manner governed by electrodynamics. Such currents can be largely avoided by applying the field not to the head, but rather to skin areas away from the head. Certain cutaneous receptors may then be stimulated and they would provide a signal input into the brain along the natural pathways of afferent nerves. It has been found that, indeed, physiological effects can be induced in this manner by very weak electric fields, if they are pulsed with a frequency near ½ Hz. The observed effects include ptosis of the eyelids, relaxation, drowziness, the feeling of pressure at a centered spot on the lower edge of the brow, seeing moving patterns of dark purple and greenish yellow with the eyes closed, a tonic smile, a tense feeling in the stomach, sudden loose stool, and sexual excitement, depending on the precise frequency used, and the skin area to which the field is applied. The sharp frequency dependence suggests involvement of a resonance mechanism.

It has been found that the resonance can be excited not only by externally applied pulsed electric fields, as discussed in U.S. Pat. Nos. 5,782,874, 5,899,922, 6,081,744, and 6,167,304, but also by pulsed magnetic fields, as described in U.S. Pat. Nos. 5,935,054 and 6,238,333, by weak heat pulses applied to the skin, as discussed in U.S. Pat. Nos. 5,800,481 and 6,091,994, and by subliminal acoustic pulses, as described in U.S. Pat. No. 6,017,302. Since the resonance is excited through sensory pathways, it is called a sensory resonance. In addition to the resonance near ½ Hz, a sensory resonance has been found near 2.4 Hz. The latter is characterized by the slowing of certain cortical processes, as discussed in the ‘481, ‘922, ‘302, ‘744, ‘944, and ‘304 patents.

The excitation of sensory resonances through weak heat pulses applied to the skin provides a clue about what is going on neurologically. Cutaneous temperature-sensing receptors are known to fire spontaneously. These nerves spike somewhat randomly around an average rate that depends on skin temperature. Weak heat pulses delivered to the skin in periodic fashion will therefore cause a slight frequency modulation (fm) in the spike patterns generated by the nerves. Since stimulation through other sensory modalities results in similar physiological effects, it is believed that frequency modulation of spontaneous afferent neural spiking patterns occurs there as well.

It is instructive to apply this notion to the stimulation by weak electric field pulses administered to the skin. The externally generated fields induce electric current pulses in the underlying tissue, but the current density is much too small for firing an otherwise quiescent nerve. However, in experiments with adapting stretch receptors of the crayfish, Terzuolo and Bullock (1956) have observed that very small electric fields can suffice for modulating the firing of already active nerves. Such a modulation may occur in the electric field stimulation under discussion.

Further understanding may be gained by considering the electric charges that accumulate on the skin as a result of the induced tissue currents. Ignoring thermodynamics, one would expect the accumulated polarization charges to be confined strictly to the outer surface of the skin. But charge density is caused by a slight excess in positive or negative ions, and thermal motion distributes the ions through a thin layer. This implies that the externally applied electric field actually penetrates a short distance into the tissue, instead of stopping abruptly at the outer skin surface. In this manner a considerable fraction of the applied field may be brought to bear on some cutaneous nerve endings, so that a slight modulation of the type noted by Terzuolo and Bullock may indeed occur.

The mentioned physiological effects are observed only when the strength of the electric field on the skin lies in a certain range, called the effective intensity window. There also is a bulk effect, in that weaker fields suffice when the field is applied to a larger skin area. These effects are discussed in detail in the ‘922 patent.

Since the spontaneous spiking of the nerves is rather random and the frequency modulation induced by the pulsed field is very shallow, the signal to noise ratio (S/N) for the fm signal contained in the spike trains along the afferent nerves is so small as to make recovery of the fm signal from a single nerve fiber impossibile. But application of the field over a large skin area causes simultaneous stimulation of many cutaneous nerves, and the fm modulation is then coherent from nerve to nerve. Therefore, if the afferent signals are somehow summed in the brain, the fm modulations add while the spikes from different nerves mix and interlace. In this manner the S/N can be increased by appropriate neural processing. The matter is discussed in detail in the ‘874 patent. Another increase in sensitivity is due to involving a resonance mechanism, wherein considerable neural circuit oscillations can result from weak excitations.

An easily detectable physiological effect of an excited ½ Hz sensory resonance is ptosis of the eyelids. As discussed in the ‘922 patent, the ptosis test involves first closing the eyes about half way. Holding this eyelid position, the eyes are rolled upward, while giving up voluntary control of the eyelids. The eyelid position is then determined by the state of the autonomic nervous system. Furthermore, the pressure excerted on the eyeballs by the partially closed eyelids increases parasympathetic activity. The eyelid position thereby becomes somewhat labile, as manifested by a slight flutter. The labile state is sensitive to very small shifts in autonomic state. The ptosis influences the extent to which the pupil is hooded by the eyelid, and thus how much light is admitted to the eye. Hence, the depth of the ptosis is seen by the subject, and can be graded on a scale from 0 to 10.

In the initial stages of the excitation of the ½ Hz sensory resonance, a downward drift is detected in the ptosis frequency, defined as the stimulation frequency for which maximum ptosis is obtained. This drift is believed to be caused by changes in the chemical milieu of the resonating neural circuits. It is thought that the resonance causes perturbations of chemical concentrations somewhere in the brain, and that these perturbations spread by diffusion to nearby resonating circuits. This effect, called “chemical detuning”, can be so strong that ptosis is lost altogether when the stimulation frequency is kept constant in the initial stages of the excitation. Since the stimulation then falls somewhat out of tune, the resonance decreases in amplitude and chemical detuning eventually diminishes. This causes the ptosis frequency to shift back up, so that the stimulation is more in tune and the ptosis can develop again. As a result, for fixed stimulation frequencies in a certain range, the ptosis slowly cycles with a frequency of several minutes. The matter is discussed in the ‘302 patent.

The stimulation frequencies at which specific physiological effects occur depend somewhat on the autonomic nervous system state, and probably on the endocrine state as well.

Weak magnetic fields that are pulsed with a sensory resonance frequency can induce the same physiological effects as pulsed electric fields. Unlike the latter however, the magnetic fields penetrate biological tissue with nearly undiminished strength. Eddy currents in the tissue drive electric charges to the skin, where the charge distributions are subject to thermal smearing in much the same way as in electric field stimulation, so that the same physiological effects develop. Details are discussed in the ‘054 patent.



I claim:

1. A method for manipulating the nervous system of a subject located near a monitor, the monitor emitting an electromagnetic field when displaying an image by virtue of the physical display process, the subject having a sensory resonance frequency, the method comprising:
creating a video signal for displaying an image on the monitor, the image having an intensity;
modulating the video signal for pulsing the image intensity with a frequency in the range 0.1 Hz to 15 Hz; and
setting the pulse frequency to the resonance frequency.
2. A computer program for manipulating the nervous system of a subject located near a monitor, the monitor emitting an electromagnetic field when displaying an image by virtue of the physical display process, the subject having cutaneous nerves that fire spontaneously and have spiking patterns, the computer program comprising:
a display routine for displaying an image on the monitor, the image having an intensity;
a pulse routine for pulsing the image intensity with a frequency in the range 0.1 Hz to 15 Hz; and
a frequency routine that can be internally controlled by the subject, for setting the frequency;
whereby the emitted electromagnetic field is pulsed, the cutaneous nerves are exposed to the pulsed electromagnetic field, and the spiking patterns of the nerves acquire a frequency modulation.
3. The computer program of claim 2, wherein the pulsing has an amplitude and the program further comprises an amplitude routine for control of the amplitude by the subject.
4. The computer program of claim 2, wherein the pulse routine comprises:
a timing procedure for timing the pulsing; and
an extrapolation procedure for improving the accuracy of the timing procedure.
5. The computer program of claim 2, further comprising a variability routine for introducing variability in the pulsing.
6. Hardware means for manipulating the nervous system of a subject located near a monitor, the monitor being responsive to a video stream and emitting an electromagnetic field when displaying an image by virtue of the physical display process, the image having an intensity, the subject having cutaneous nerves that fire spontaneously and have spiking patterns, the hardware means comprising:
pulse generator for generating voltage pulses;
means, responsive to the voltage pulses, for modulating the video stream to pulse the image intensity;
whereby the emitted electromagnetic field is pulsed, the cutaneous nerves are exposed to the pulsed electromagnetic field, and the spiking patterns of the nerves acquire a frequency modulation.
7. The hardware means of claim 6, wherein the video stream is a composite video signal that has a pseudo-dc level, and the means for modulating the video stream comprise means for pulsing the pseudo-dc level.
8. The hardware means of claim 6, wherein the video stream is a television broadcast signal, and the means for modulating the video stream comprise means for frequency wobbling of the television broadcast signal.
9. The hardware means of claim 6, wherein the monitor has a brightness adjustment terminal, and the means for modulating the video stream comprise a connection from the pulse generator to the brightness adjustment terminal.
10. A source of video stream for manipulating the nervous system of a subject located near a monitor, the monitor emitting an electromagnetic field when displaying an image by virtue of the physical display process, the subject having cutaneous nerves that fire spontaneously and have spiking patterns, the source of video stream comprising:
means for defining an image on the monitor, the image having an intensity; and
means for subliminally pulsing the image intensity with a frequency in the range 0.1 Hz to 15 Hz;
whereby the emitted electromagnetic field is pulsed, the cutaneous nerves are exposed to the pulsed electromagnetic field, and the spiking patterns of the nerves acquire a frequency modulation.
11. The source of video stream of claim 10 wherein the source is a recording medium that has recorded data, and the means for subliminally pulsing the image intensity comprise an attribute of the recorded data.
12. The source of video stream of claim 10 wherein the source is a computer program, and the means for subliminally pulsing the image intensity comprise a pulse routine.
13. The source of video stream of claim 10 wherein the source is a recording of a physical scene, and the means for subliminally pulsing the image intensity comprise:
pulse generator for generating voltage pulses;
light source for illuminating the scene, the light source having a power level; and
modulation means, responsive to the voltage pulses, for pulsing the power level.
14. The source of video stream of claim 10, wherein the source is a DVD, the video stream comprises a luminance signal and a chrominance signal, and the means for subliminal pulsing of the image intensity comprise means for pulsing the luminance signal.

The mind-altering mechanism is based on a subliminal carrier technology: the Silent Sound Spread Spectrum (SSSS), sometimes called “S-quad” or “Squad”. It was developed by Dr Oliver Lowery of Norcross, Georgia, and is described in US Patent #5,159,703, “Silent Subliminal Presentation System”, dated October 27, 1992. The abstract for the patent reads:

“A silent communications system in which nonaural carriers, in the very low or very high audio-frequency range or in the adjacent ultrasonic frequency spectrum are amplitude- or frequency-modulated with the desired intelligence and propagated acoustically or vibrationally, for inducement into the brain, typically through the use of loudspeakers, earphones, or piezoelectric transducers. The modulated carriers may be transmitted directly in real time or may be conveniently recorded and stored on mechanical, magnetic, or optical media for delayed or repeated transmission to the listener.”

According to literature by Silent Sounds, Inc., it is now possible, using supercomputers, to analyse human emotional EEG patterns and replicate them, then store these “emotion signature clusters” on another computer and, at will, “silently induce and change the emotional state in a human being”.

Silent Sounds, Inc. states that it is interested only in positive emotions, but the military is not so limited. That this is a US Department of Defense project is obvious.

Edward Tilton, President of Silent Sounds, Inc., says this about S-quad in a letter dated December 13, 1996:

“All schematics, however, have been classified by the US Government and we are not allowed to reveal the exact details… … we make tapes and CDs for the German Government, even the former Soviet Union countries! All with the permission of the US State Department, of course… The system was used throughout Operation Desert Storm (Iraq) quite successfully.”

The graphic illustration, “Induced Alpha to Theta Biofeedback Cluster Movement”, which accompanies the literature, is labelled #AB 116-394-95 UNCLASSIFIED” and is an output from “the world’s most versatile and most sensitive electroencephalograph (EEG) machine”. It has a gain capability of 200,000, as compared to other EEG machines in use which have gain capability of approximately 50,000. It is software-driven by the “fastest of computers” using a noisenulling technology similar to that used by nuclear submarines for detecting small objects underwater at extreme range.

The purpose of all this high technology is to plot and display a moving cluster of periodic brainwave signals. The illustration shows an EEG display from a single individual, taken of left and right hemispheres simultaneously. The readout from the two sides of the brain appear to be quite different, but in fact are the same (discounting normal left right brain variations).


By using these computer-enhanced EEGs, scientists can identify and isolate the brain’s low-amplitude “emotion signature clusters”, synthesise them and store them on another computer. In other words, by studying the subtle characteristic brainwave patterns that occur when a subject experiences a particular emotion, scientists have been able to identify the concomitant brainwave pattern and can now duplicate it. “These clusters are then placed on the Silent Sound® carrier frequencies and will silently trigger the occurrence of the same basic emotion in another human being!”


There is a lot more involved here than a simple subliminal sound system. There are numerous patented technologies which can be piggybacked individually or collectively onto a carrier frequency to elicit all kinds of effects.

There appear to be two methods of delivery with the system. One is direct microwave induction into the brain of the subject, limited to short-range operations. The other, as described above, utilises ordinary radio and television carrier frequencies.

Far from necessarily being used as a weapon against a person, the system does have limitless positive applications. However, the fact that the sounds are subliminal makes them virtually undetectable and possibly dangerous to the general public.

In more conventional use, the Silent Sounds Subliminal System might utilise voice commands, e.g., as an adjunct to security systems. Beneath the musical broadcast that you hear in stores and shopping malls may be a hidden message which exhorts against shoplifting. And while voice commands alone are powerful, when the subliminal presentation system carries cloned emotional signatures, the result is overwhelming.

Free-market uses for this technology are the common self-help tapes; positive affirmation, relaxation and meditation tapes; as well as methods to increase learning capabilities.

In a medical context, these systems can be used to great advantage to treat psychiatric and psychosomatic problems. As a system for remediating the profoundly deaf, it is unequalled. (Promises, promises. This is the most common positive use touted for this technology over the past 30 years. But the deaf are still deaf, and the military now has a weapon to use on unsuspecting people with perfectly normal hearing.)


In fact, the US Government has denied or refused to comment on mindaltering weapons for years. Only last year, US News & World Report ran an article titled “Wonder Weapons”, basically a review of the new so-called ‘non-lethal’ or ‘less-than -lethal’ weapons.’ Not one word about S-quad, although the technology had been used six years earlier!

Excerpts from the article read:

“Says Charles Bernard, a former Navy weapons-research director: ‘I have yet to see one of these ray-gun things that actually works.”

“DARPA (Defense Advanced Research Projects Agency) has come to us every few years to see if there are ways to incapacitate the central nervous system remotely,’ Dr F. Terry Hambrecht, head of the Neural Prostheses Program at NIH, told US News, ‘but nothing has ever come of if,’ he said. ‘That is too science-fiction and far-fetched.'”

It may sound “science fiction and far-fetched” but it is not. However, that is just what the powers-that-be want you to believe, so as to leave them alone in their relentless pursuit of… what?

The idea behind non-lethal weapons is to incapacitate the enemy without actually killing them, or, in the case of riot control or hostage situations, to disable the participants without permanent injury, preferably without their knowing it. The electromagnetic mind-altering technologies would all fall into this class of weapons, but since they are all officially non-existent, who is to decide when and where they will be used?

And why should selected companies in the entertainment industry reportedly be allowed access to this technology when the very fact of its existence is denied to the general public?

As recently as last month [February], this stonewall approach of total denial or silence on the subject still held fast, even toward committees of the US Congress!

The Joint Economics Committee, chaired by Jim Saxton (R-NJ), convened on February 25, 1998 for the “Hearing on Radio Frequency Weapons and Proliferation: Potential Impact on the Economy”. Invited testimony included statements by several authorities from the military:

  • Dr Alan Kehs, of the US Army Laboratories, discussed the overall RF threat.
  • Mr James O’Bryon, Deputy Director of Operational Testing and Director of live fire testing for the Office of Secretary of Defense at the Pentagon, discussed the role of Live Fire Testing and how it plays a role in testing military equipment with RF weapons.
  • Mr David Schriner, Principal Engineer of Directed Energy Studies with Electronic Warfare Associates and recently retired as an engineer with a naval weapons testing facility, talked about the difficulty in building an RF weapon and about the terrorist threat.
  • Dr Ira Merritt, Chief of Concepts Identification and Applications Analysis Division, Advanced Technology Directorate, Missile Defense and Space Technology Center, Huntsville, Alabama, discussed the proliferation of RF weapons primarily from the former Soviet Union.

Although these statements gave information of technical interest, they are perhaps more important for the information they did not give: information on the existence of radiofrequency weapons that directly affect the human brain and nervous system.


This technology did not spring up overnight. It has a long history of development and denials of development-by the US Government and probably half of the other governments of the world as well.

We know that the former Soviet Union was actively engaged in this type of research. In a previous article we reported that during the 1970s the Soviet KGB developed a Psychotronic Influence System (PIS) that was used to turn soldiers into programmable ‘human weapons’. The system employed a combination of high frequency radio waves and hypnosis. The PIS project was begun in response to a similar training scheme launched in the US by President Carter, according to Yuri Malin, former security adviser to USSR President Gorbachev.

Jan Wiesemann has written an apt description of the situation which now exists in the United States, about the ‘forces that be’ and how the situation came about:

“During the Cold War the United States not only engaged in a relatively open nuclear arms race with the Soviet Union, but also engaged in a secret race developing unconventional weapons. As the intelligence agencies (which prior to the Second World War had merely played a supporting role within the government) continued to increase their power, so did the funds spent on developing techniques designed to outsmart each other.

“And as the US intelligence community began to grow, a secret culture sprang about which enabled the intelligence players to implement the various developed techniques to cleverly circumvent the democratic processes and institutions…

“Like many other democracies, the US Government is made up of two basic parts the elected constituency, i.e., the various governors, judges, congressmen and the President; and the unelected bureaucracies, as represented by the numerous federal agencies.

“In a well-balanced and correctly functioning democracy, the elected part of the government is in charge of its unelected bureaucratic part, giving the people a real voice in the agenda set by their government.

“While a significant part of the US Government no doubt follows this democratic principle, a considerable portion of the US Government operates in complete secrecy and follows its own unaccountable agenda which, unacknowledged, very often is quite different from the public agenda.”

Jan goes on to quote one of the United States’ most popular war heroes: Dwight D. Eisenhower, who served as Supreme Commander of Allied Forces during World War II and was later elected 34th President of the United States. In his farewell address to the nation in 1961, President Eisenhower said:

“…we have been compelled to create a permanent armaments industry of vast proportions. Added to this, three and a half million men and women are directly engaged in the defence establishment. We annually spend on military security more than the net income of all United States corporations.

“This conjunction of an immense military establishment and a large arms industry is new in the American experience. The total influence-economic, political, even spiritual-is felt in every city, every state house, every office of the federal government. We recognise the imperative need for this development. Yet we must not fail to comprehend its grave implications. Our toil, resources and livelihood are all involved; so is the very structure of our society.

“In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military -industrial complex. The potential for the disastrous rise of misplaced power exists and will persist. We must never let the weight of this combination endanger our liberties or our democratic processes.”


The United Nations was established in 1945 with the aim of “saving succeeding generations from the scourge of war”. In 1975 the General Assembly considered a draft first proposed by the Soviet Union: “Prohibition of the Development and Manufacture of New Types of Weapons of Mass Destruction and New Systems of Such Weapons”.

In 1979 the Soviet Union added a list of some types of potential weapons of mass destruction:

1) Radiological weapons (using radioactive materials) which could produce harmful effects similar to those of a nuclear explosion;

2) Particle beam weapons, based on charged or neutral particles, to affect biological targets;

3) Infrasonic acoustic radiation weapons;

4) Electromagnetic weapons operating at certain radio-frequency radiations which could have injurious effects on human organs.

In response, the US and other Western nations stalled. They gave a long, convoluted reason, but the result was the same.

In an article entitled “Non-Lethal Weapons May Violate Treaties”, the author notes that the Certain Conventional Weapons Convention covers many of the non-conventional weapons; “those that utilize infrasound or electromagnetic energy (including lasers, microwave or radiofrequency radiation, or visible light pulsed at brainwave frequency) for their effects.”

Harlan Girard, Managing Director of the International Committee Against Offensive Microwave Weapons, told me he believes the strategy behind the government’s recent push for less-than-lethal weapons is a subterfuge. The ones that are now getting all the publicity are put up for scrutiny to get the public’s approval. The electromagnetic mind-altering technologies are not mentioned, but would be brought in later under the umbrella of less-than- lethal weapons.

These weapons were recently transferred from the Department of Defense over to the Department of Justice. Why? Because there are several international treaties that specifically limit or exclude weapons of this nature from being used in international warfare.

In other words, weapons that are barred from use against our country’s worst enemies (not withstanding the fact that the US did use this weapon against Iraqi troops!) can now be used against our own citizens by the local police departments against such groups as peaceful protestors of US nuclear policies.


The secrecy involved in the development of the electromagnetic mind-altering technology reflects the tremendous power that is inherent in it. To put it bluntly, whoever controls this technology can control the minds of men-all men.

There is evidence that the US Government has plans to extend the range of this technology to envelop all peoples, all countries. This can be accomplished, is being accomplished, by utilising the nearly completed HAARP Project for overseas areas and the GWEN network now in place in the US. The US Government denies all this.

Dr Michael Persinger is a Professor of Psychology and Neuroscience at Laurentian University, Ontario, Canada. You have met him before in the pages of Resonance where we reported on his findings that strong electromagnetic fields can affect a person’s brain.

“Temporal lobe stimulation,” he said, “can evoke the feeling of a presence, disorientation, and perceptual irregularities. It can activate images stored in the subject’s memory, including nightmares and monsters that are normally suppressed.”

Dr Persinger wrote an article a few years ago, titled “On the Possibility of Directly Accessing Every Human Brain by Electromagnetic Induction of Fundamental Algorithms”. The abstract reads:

“Contemporary neuroscience suggests the existence of fundamental algorithms by which all sensory transduction is translated into an intrinsic, brain-specific code. Direct stimulation of these codes within the human temporal or limbic cortices by applied electromagnetic patterns may require energy levels which are within the range of both geomagnetic activity and contemporary communication networks. A process which is coupled to the narrow band of brain temperature could allow all normal human brains to be. affected by a subharmonic whose frequency range at about 10 Hz would only vary by 0. 1 Hz.”

He concludes the article with this:

“Within the last two decades a potential has emerged which was improbable, but which is now marginally feasible. This potential is the technical capability to influence directly the major portion of the approximately six billion brains of the human species, without mediation through classical sensory modalities, by generating neural information within a physical medium within which all members of the species are immersed.

“The historical emergence of such possibilities, which have ranged from gunpowder to atomic fission, have resulted in major changes in the social evolution that occurred inordinately quickly after the implementation. Reduction of the risk of the inappropriate application of these technologies requires the continued and open discussion of their realistic feasibility and implications within the scientific and public domain.”

It doesn’t get any plainer than that. And we do not have open discussion because the US Government has totally denied the existence of this technology.

Lavrentiy Pavlovich Beria (Georgian: ლავრენტი პავლეს ძე ბერია, Lavrenti Pavles dze Beria; Russian: Лавре́нтий Па́влович Бе́рия; 29 March 1899 – 23 December 1953) was a Soviet politician of Georgian ethnicity, Marshal of the Soviet Union and state security administrator, chief of the Soviet security and secret police apparatus (NKVD) under Joseph Stalin during World War II, and Deputy Premier in the postwar years (1946–53).

Beria was the longest-lived and most influential of Stalin’s secret police chiefs, wielding his most substantial influence during and after World War II. He simultaneously administered vast sections of the Soviet state and served as de facto Marshal of the Soviet Union in command of the NKVD field units responsible for anti-Nazi partisan operations on the Eastern Front during World War II, as well as for acting as barrier troops and the apprehension of thousands of “turncoats, deserters, cowards and suspected malingerers.” Beria administered the vast expansion of the Gulag labor camps and was primarily responsible for overseeing the secret defense institutions known as sharashkas, critical to the war effort. He also played the decisive role in coordinating the Soviet partisans, developing an impressive intelligence and sabotage network behind German lines. He attended the Yalta Conference with Stalin, who introduced him to U.S. President Franklin D. Roosevelt as “our Himmler“.[1] After the war, he organized the communist takeover of the state institutions of Central and Eastern Europe. Beria’s uncompromising ruthlessness in his duties and skill at producing results culminated in his success in overseeing the Soviet atomic bomb project. Stalin gave it absolute priority and the project was completed in under five years in no small part due to Soviet espionage against the West organized by Beria’s NKVD.

By psychopolitics our chief goals are effectively carried forward. To produce a maximum of chaos in the culture of the enemy is our first most important step. Our fruits are grown in chaos, distrust, economc depression, and scientific turmoil. You must labor until we have dominion over the minds and bodies of every important person in your nation. You must achieve such disrepute for the state of insanity and such authority over its pronouncement that not one statesman so labeled could again be given credence by his people. You must work until suicide arising from mental imbalance is common and calls forth no general investigation or remark. With the institutions for the insane you have in your country prisons that can hold a million persons and can hold them without civil rights or any hope of freedom. And upon these people can be practiced shock and surgery so that never again will they draw a sane breath. You must make 4 these treatments common and accepted. And you must sweep aside any treatment or any group of persons seeking to treat by effective means. You must dominate as respected men in the fields of psychiatry and psychology. You must dominate the hospitals and universities. You must carry forward the myth that only a European doctor is competent in the field of insanity and thus excuse amongst you the high incidence of foreign birth and training. If and when we seize Vienna you shall then have a common ground of meeting and can come and take your instructions as worshipers of Freud along with other psychiatrists. Psychopolitics is a solemn charge. With it you can erase our enemies as insects. You can cripple the efficiency of leaders by striking insanity into their families through the use of drugs. You can wipe them away with testimony as to their insanity. By our technologies you can even bring about insanity itself when the people seem too resistive.You can change their loyalties by psychopolitics. Given a short time with a psychopolitician you can alter forever the loyalty of a soldier fallen into our hands or a statesman or a leader in his own country, or you can destroy his mind. However, you labor under certain dangers. It may happen that remedies for our “treatments” may be discovered. It may occur that a public hue and cry may arise against “mental healing.” It may thus occur that all mental healing might be placed in the hands of ministers and be taken out of the hands of our psychologists and psychiatrists. But the Capitalistic thirst for control, Capitalistic inhumanity, and a general public terror of insanity can be brought to guard against these things. But should they occur, should independent researchers actually discover means to undo psychopolitical procedures, you must not rest, you must not eat or sleep, you must not stint one tiniest bit of available money or campaign against it, discredit it, strike it down and render it void. For by an effective means our actions and researches could be undone. In a Capitalistic state you are aided on all sides by the corruption of the philosophy of man and the times. You will discover that everything will aid you in your campaign to seize control, and use all “mental healing” to spread our doctrine and rid us of our enemies within their own borders. Use the courts, use the judges, use the Constitution of the country, use its medical societies and its laws to further our ends. Do not stint in your labor in this direction. And when you have succeeded you will discover that you can now effect your own legislation at will and you can, by careful organization of healing societies, by constant campaigns about the terrors of society, by pretense as to your effectiveness make your Capitalist himself, by his own appropriations, finance a large portion of the quiet Communist conquest of the nation. By psychopolitics create chaos. Leave a nation leaderless. Kill our enemies. And bring to Earth, through communism, the greatest peace Man has ever known.
